General Planning Permitted Development Rights

A formal notification by Bromley was recently published in the News shopper, spreading across 11 pages, consulting on their intention to make a direction under Article 4 that will come into effect on 15th. March 2022, removing Permitted Planning Development Rights to all their Areas of Special Residential Character.

The formal notice, as published by Bromley is attached and is open for public comment until 26th April 2021.

Philip Horton, secretary of our Licencing Committee, has said that “as we understand it, the momentum for maximising rights by central government is moving in the opposite direction such that, for instance”, "The enlargement of a dwelling house consisting of the construction up to two storeys on top of an existing dwelling house consisting of two or more storeys is permitted without planning permission”!

We have made it clear in recent newsletters that CPRA do not recognise permitted development rights so we are writing to Bromley to support their action. Members may wish to add their individual comments separately which should be addressed to the Head of Planning and Strategy.
